E. H. Bowman, Jr. founded the company in 1961 under the name E. H. Bowman, Jr., Engineers. Initially, the firm provided only electrical engineering services, specializing in commercial work primarily with architects. In 1971, the company diversified and began providing mechanical and electrical engineering services.
With this change, the firm incorporated which shortly afterward became Bowman & Associates, PC. During this period, projects and clientele were evenly split between the commercial sector and the Federal Government / Department of Defense. The 80’s ushered in growth and change and by 1987 the name was changed to Bowman, Foster & Associates, PC (BFA), the firm had become a prime leader in providing consulting services to the private sector, healthcare, developers, and local, state and federal government agencies.

Our goals are simple: provide professional engineering that is timely, technically correct, and responsive to the project particulars. All of these goals are important, as quality service is provided only when all are achieved. To accomplish these goals, our company focuses on people and management.
The people focus is directed toward maintaining a highly competent staff who approach each job with a positive, hard-working attitude. Such quality staff, the building blocks of the firm, are a vital ingredient for successful projects.
An effective management system is equally essential. It is the management system that promotes the services being timely and coordinated with the other design professionals. It is also through a strong management system that the in-house quality control becomes an embedded culture for all we do.
Along with our quality control, our firm’s active principal involvement in all phases of our projects has been cited by our repeat clients who include us in their teams.
Experience
We have nearly six decades of experience in Mechanical, Electrical, and Plumbing design, consulting, commissioning, planning and analysis. Our extensive experience covers both public and private sector owners, including universities, state and federal agencies, primary and secondary schools, municipalities, counties, churches, manufacturers, aviation, utility, hospitals, developers, data centers, residences and others. Our experience spans from small, specific function renovations to large additions and new facilities.
BFA’s staff is large enough to handle multiple projects without disruption of work. All of our personnel are cross-trained and routinely work on similar projects allowing them the flexibility to function in diverse capacities. Accordingly, we can handle large and small projects as required to best serve our clients.
We routinely manage multi-discipline projects & contracts in which BFA partners with Architects & other Engineering Disciplines to provide full E/A design services under a single contract or project. We are proud of our long-lasting relationships with our design team partners and continue to share in design excellence awards and positive feedback with those firms.
Our engineering team is supported by an experienced staff in our fully automated office. Using the latest software programs and hardware configurations, we are able to maximize our services to clients and meet the challenges of multiple project tasking.

Remembering Blair Fisher
Our hearts are heavy as we reach out to those who shared a special connection with Blair. Blair Forrester Fisher, a cherished member of our Bowman, Foster and Associates family, passed away on April 2, 2023, at the age of 36. Her passing has left a profound void in our company and in the hearts of all who knew her.
Born in Newport News, VA, Blair graduated from St. Margaret’s School in Tappahannock, VA, in 2004. She went on to earn her Bachelor’s Degree in Electrical Engineering from Old Dominion University in 2009. For the past 12 years, Blair dedicated her talents and passion to Bowman Foster and Associates in Virginia Beach.
Blair was not just a colleague; she was a friend, a mentor, and a beacon of positivity and dedication. Her remarkable ability to build meaningful relationships created a lasting impact on everyone she encountered. Blair’s beautiful soul and unwavering loyalty were evident in her daily interactions and the genuine care she showed towards her work and her peers.
Her absence is deeply felt by us all. Blair’s legacy is one of kindness, excellence, and a commitment to fostering a supportive and collaborative environment. We honor Blair by continuing to uphold the values and spirit she embodied. She will be greatly missed, but her memory will forever remain an integral part of our company’s story.
